Publication Ethics

Jurnal Hilirisasi IPTEKS (JHI) is fully committed to maintaining the highest ethical standards in all stages of publication. The journal adheres to the Principles of Transparency and Best Practice in Scholarly Publishing (COPE, DOAJ, OASPA, and WAME, 2022) and follows the COPE Core Practices to ensure integrity, fairness, and accountability in research dissemination. These principles apply equally to editors, reviewers, authors, and the publisher.

1. Responsibilities of Authors

Authors are responsible for ensuring that their work represents an original contribution and has not been published elsewhere or submitted simultaneously to another journal. The following ethical principles must be observed:

  • Originality and Plagiarism
    Authors must ensure that all submitted works are original and free from plagiarism. Any text, data, or ideas borrowed from other sources must be properly cited. The journal uses Turnitin to detect plagiarism, and manuscripts with a similarity index above 20% are automatically rejected.

  • Authorship and Contributions
    All listed authors must have made a significant contribution to the conception, design, execution, or interpretation of the study. The inclusion of “guest” or “gift” authors is prohibited. All contributors who do not meet authorship criteria must be acknowledged.

  • Data Accuracy and Integrity
    Authors must present accurate data and provide sufficient details for others to replicate the study. Fabrication, falsification, or manipulation of data is considered unethical and will result in rejection or retraction.

  • Disclosure and Conflicts of Interest
    Authors must disclose all financial or personal relationships that could influence the research outcome or interpretation.

  • Ethical Approval
    For studies involving humans, animals, or sensitive data, authors must confirm that all procedures comply with relevant ethical standards and have received approval from appropriate institutional review boards.

  • Corrections and Retractions
    If an author discovers a significant error in their published work, they must promptly notify the editor and cooperate in issuing a correction or retraction.

2. Responsibilities of Editors

The Editor-in-Chief, Section Editors, and the Editorial Board are responsible for maintaining the integrity of the journal’s editorial and review processes. Their key ethical obligations include:

  • Fair and Objective Evaluation
    Editorial decisions are made solely based on the academic merit, originality, and relevance of the manuscript, without discrimination on the basis of race, gender, nationality, religion, or political beliefs.

  • Confidentiality
    Editors must treat all submitted manuscripts as confidential and must not disclose any information beyond what is necessary for the review and publication process.

  • Conflict of Interest
    Editors must not use unpublished materials from submitted manuscripts in their own research without written consent from the author. Any potential conflict of interest must be declared and managed transparently.

  • Dealing with Misconduct
    Editors must take ethical concerns and allegations of misconduct seriously and follow COPE flowcharts in investigating cases of plagiarism, data manipulation, or authorship disputes.

  • Post-Publication Responsibility
    Editors are responsible for issuing corrections, retractions, or expressions of concern if errors or ethical violations are identified after publication.

3. Responsibilities of Reviewers

Reviewers play a crucial role in maintaining the quality of published work and must adhere to the highest ethical standards.

  • Confidentiality
    All manuscripts received for review are confidential and should not be shared or discussed with others without editorial permission.

  • Objectivity and Constructive Feedback
    Reviews must be conducted objectively, with clear, evidence-based, and constructive feedback that assists authors in improving their work.

  • Conflict of Interest
    Reviewers must immediately notify the editor if a conflict of interest exists—whether financial, institutional, or personal—and should decline the review if impartiality cannot be maintained.

  • Acknowledgment of Sources
    Reviewers must identify relevant published work not cited by the authors and alert the editor to potential plagiarism or duplication.

4. Responsibilities of the Publisher

Jurnal Hilirisasi IPTEKS is published by the Institute for Research and Community Service (LPPM), Universitas Andalas. The publisher ensures the integrity and independence of the editorial process and supports the editorial team in enforcing ethical policies.

  • The publisher ensures that editorial decisions are free from commercial or political influence.

  • The publisher works with editors to investigate and resolve ethical issues following COPE procedures.

  • The publisher guarantees long-term digital preservation of all published content through PKP PN, LOCKSS, and CLOCKSS systems.

5. Handling of Allegations of Misconduct

When ethical concerns arise, JHI follows a structured and transparent process consistent with COPE guidelines:

  1. Allegations are initially reviewed by the Editor-in-Chief.

  2. Authors are given an opportunity to respond to the allegations.

  3. If misconduct is confirmed, the article may be rejected, retracted, or corrected, depending on the severity of the case.

  4. In serious cases, the author’s institution and relevant authorities may be notified.

6. Ethical Oversight and Post-Publication Discussions

JHI encourages ethical oversight throughout the publication process and welcomes post-publication discussions. Readers may submit letters to the editor, and the editorial board will evaluate any concerns regarding published content. All necessary corrections or retractions will be published transparently and linked to the original article.
